Carla-Anne Harris-Roper
Principal /Attorney-at-Law

Carla-Anne has a passion for employment law and labour relations. She has had a broad and varied career including being:

  • a labour and employment law litigator representing individual workers, employers and unions;
  • a labour and industrial relations practitioner in the corporate world 
  • a legal officer in the Ministry of Labour (public sector) 
  • a published employment law author 
  • a lecturer at both the undergraduate and graduate levels

This makes her a unique and valuable choice as an experienced legal advisor and consultant. 

She is admitted to practice law in the following Caribbean jurisdictions:

  • Jamaica in October 1997 
  • Barbados in October 2022
  • Trinidad and Tobago in May 2023
  • Antigua and Barbuda in November 2023


She holds a Bachelor of Laws Degree, (with Honours) from the University of the West Indies, a Certificate of Legal Education from the Norman Manley Law School and a Master of Laws in Employment Law (with distinction) from the University of East Anglia, UK. Carla-Anne was also the recipient of the Alcan Jamaica Limited Undergraduate and Post Graduate Scholarships and was also awarded with the Chevening Scholarship from the British Government to pursue Graduate studies. 

Carla-Anne was the first appointed Director of Legal Services in the Ministry of Labour in Jamaica, providing cutting edge advice on labour policy to the government, supervising the promulgation and amendment of key legislation during her tenure. She also successfully managed labour relations and collective bargaining for a large multinational financial institution across 19 Caribbean countries. While in this role she forged and has maintained strong relationships among key stakeholders in government, private sector and unions across the Caribbean region. 

She is the co-author of the groundbreaking book, Commonwealth Caribbean Employment and Labour Law (July 2014) which is the only publication of its kind in the Caribbean. This respected text is currently being referenced in various courts throughout the region as authority on numerous legal points. 

She has also lectured at the Mona School of Business and Management (UWI Mona) and has presented on several aspects of Labour and Employment Law at various Conferences and other fora. She is currently the Course Director for the Comparative Labour Law in a Corporate Environment module in the LLM (Corporate and Commercial Law) Programme offered at UWI Cave Hill.
